3. Definitions
Alteration. Any change to equipment, including its parts, components and/or subsystems, other than maintenance, repair or replacement.
Approved. Sanctioned, endorsed, accredited, certified or accepted as satisfactory by a duly constituted and recognized authority with jurisdiction.
Arresting Device, CagelCar. A device that will stop and hold the cage/car with its rated load in the event of the failure of the wire rope, rack, pinion or other car suspension means.
Authority. Any administrative body or governmental division or agency that establishes or is authorized to establish regulations, procedures, laws or other controls applicable to a jobsite, project or protection of the public.
Authority Having Jurisdiction. The organization, office or individual responsible for enforcement of this standard. Where compliance with this standard has been mandated by legislation or regulation, the authority having jurisdiction is also the enforcing authority.
Authorized Personnel. A person approved or assigned by the employer to perform a specific type of duty or duties, or to be at a specific location or locations at the jobsite or project.
Barrier. A physical obstruction that blocks or limits access or demarcates in a conspicuous manner.
Bridging Device. A device to span between the threshold of the car to the threshold of the landing.
Cage/Car. The load-carrying unit, consisting of a platform, a support structure and a full or partial side enclosure.
Capacity. See Rated Load.
Cathead. A spool-shaped attachment on a winch where rope is wound and used for hoisting and pulling. Also, the structure for the support of the overhead sheaves.
Competent Person. One who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has authorization to take prompt corrective measures to eliminate them.
Drop Plates. A loose plate that is used to bridge the threshold of the car to the threshold of the base landing only.
Equivalent. An alternate design, feature, device, material or protective action that provides an equal or greater degree of safety.
Gross Load (Static Load). The maximum load imposed on all suspension rope by the platform, cage/car and its rated capacity.
Hoistway. The space that encompasses the hoist and all of its moving parts; also, an elevator shaftway.
Hoistway Door. The door or gate that prevents the passage of personnel or material into the hoistway.
Hoistway Enclosure. The structure that isolates the hoistway from all other parts of the building.
Inside Hoists. Hoistways contained entirely within the building being served and that sometimes use the building structure itself for the support of the top beams, guide rails and appurtenant parts necessary for the proper functioning of the platform.
Jumping. The addition or removal of mast or tower allowing a change in the hoist service elevation. Landing Gate. See Hoistway Door. Light-Duty Portable Material Hoist. A material hoist having an original designed maximum rated load of 1 ,000 pounds or less. Live/Luffing Boom. A boom that does not operate on a fixed radius and is capable of vertical movement. Maintenance. A process of routine examination, lubrication, cleaning and adjustment of parts, components and/or subsystems for the purpose of ensuring performance in accordance with the applicable code requirements. (See also Repair and Replacement.) Mast. A structure that supports and guides the cage/car (and the counterweight and cathead, when used) outside of which the cage/car travels. Material Hoist. A mechanism for use in connection with the hoisting of construction, maintenance or demolition materials only. Hoisting of personnel is prohibited. It is equipped with a cage/car that moves on guide members. Owner (Equipment). The public body, authority, corporation, association, firm or person who has possession of a piece of equipment by virtue of proof of purchase. Pillow Block.
